This beat 'em up/shoot 'em up is a violent spin on "Crazy Taxi". It only has four levels and two modes. Each level features over 200 people running around as a riot occurs. In "Chaos" mode, you must score enough points (by rioting and killing) to unlock the next level. In "Mission" mode, you're given various tasks to complete. There are five playable characters to choose from. Each has their own unique attacks. Overall, this is a fun mindless "party" game. I would rate it with a 7 out of 10.

This was a product of its time that was only good if you're in the mood to just destroy everything and everyone in this game. It's fun when you're in the right mood. Otherwise, it gets old fast as most arcade games do. It's decent for what it is but beware its extremely simplistic.

An arcade-style shoot 'em up that blends "Grand Theft Auto" with "Smash TV". The levels play like the "Rampage" missions from GTA, but on a much bigger scale. There are several maps and modes with their own objectives. Each playable character has their own special attack. The gameplay gets old quick, so this is a game best played in small doses. Overall, I would rate it with a 7.3 out of 10.

my review for the PS2 game state of emergency SINGLE PLAYER (STORY)- 4/10. the story is strung together very poorly. in fact, there isn't much of a story at all. it is just about blowing things up. GRAPHICS- 9/10. great for the time, especially with the loads of NPC's and explosions. SOUND- 8/10. nothing special here. explosions and shooting. GAMEPLAY- 8/10. a mindless shooting fest that is a great stress reliever or a time killer. no control problems. FUN FACTOR- 8/10. very enjoyable yet simple game. OVERALL- 8/10.

This is a guilty pleasure. It's a mindless, carnage-filled party game. You could call it Rockstar's version of "Smash TV". The levels play out like bigger versions of GTA's Rampage missions. It's a highly chaotic beat 'em up/shoot 'em up that can quickly wear out its welcome. The best way to play "State" is in small intervals due to its repetitive nature. It's great when you're in the need to just blow crap up. I would rate it with a 7.2 out of 10.

When i first played this game, i never saw anything like it before. The pure chaos, the decent graphics, all the options, and the sheer political incorrectness of the core concept. Nowadays, it has been completely forgotten, and i cant say it hurts me tbh. Its a product of its time.
