The lack of play modes in this title is really appalling. Just having the main story mode as well as a multi-cart multiplayer option is not enough to keep you coming back.

Only the most hardcore of Naruto fans will be truly happy with this one. [July 2009, p.89]
Ninja Council 4 is a hard game to recommend true fans of the spiky haired ninja even with the cool roster of characters. Unfortunately, there are a number of problems that will not fail to annoy anyone looking for a good action platform game with plenty of that awesome Jutsu.

Yet another nice looking but deeply average platform beat 'em up from the Naruto series.

a big problem with this game is the lack of characters, only 5 makes it a big step down from ninja council 3 and the rest of the characters are support characters. its core 2D side-scrolling game play is passable, just lacking a lot of the fun charm. it has neat fighting mechanics which helps it i guess but not too much. having it be lowered price at launch would keep peoples expectations low and it wouldn't feel as cheap or boring.

Naruto Shippuden: Ninja Council 4 is a large downgrade to the previous iteration, Naruto: Ninja Council 3. First of all, four characters? Are you serious? The last game had like 15 to 30 characters you can play with. Now you give Naruto, Sakura, Neji and Rock Lee? Nope, I ain't having it. The story mode is back but short. The enemies (and even bosses) are easy to defeat unless your at the end of the game. Also the mechanics... you got dropped now to having just your leader and two members (I hope you can guess) from the last game that let you choose a leader and THREE other members! The Wireless Mode **** ass and that's generally about it. A bad downgrade to such a great series.

Obviously, Naruto fans will love this, but so will side-scroller die-hards and those who love the old 2D, left-to-right with giant, colorful characters business.

Ninja Council 4 is – you guessed it – quite a lot like Ninja Council 3 was two years ago, and therein lies the problem.

Not enough new features and an obsolete game system.

For those of you looking for some type of classic 16-bit style platformer, I'd definitely give this a pass, as the experience isn't nearly as polished as something like a Mario, Kirby, or Sonic title.

Worth Playing
Even fans will have a hard time enjoying Naruto Shippuden: Ninja Council 4 when compared to other Naruto franchise games or, for that matter, action-platforming titles in general.

The game also suffers from a lack of content.

Not a really good Ninja Council game, the 3rd one was way better and it had like 20 playable characters but in this one there's only 5 playable characters and the rest are Wireless - Multiplayer characters and Assist characters. The storyline is fine and sometimes the platforming is complicated like sometimes you when you jump off to go down, you sometimes won't know there would be a huge pit and that can cause you to lose a live. Sakura is useful in this game because she can heal a little bit of your health if you have it low.
