On 21 December 1988, a bomb detonates on board Pan Am Flight 103 above the town of Lockerbie in Southern Scotland, killing all 259 on board and 11 people on the ground. The Scottish police and the FBI must join forces to find the culprits.

In the year 2000, over a decade after the destruction of Pan Am Flight 103, following much debate and international negotiation the two men accused of the bombing finally stand trial under Scottish Law at Camp Zeist in the Netherlands.
