The New York Times
Mr. Seagal is effective for both his novelty value and his ability to be both literally and figuratively disarming. And the film itself is a lively one for its genre, ambitious enough to do more than simply string fight scenes together.

Washington Post
Director Bruce Malmuth keeps the pace taut, the shots tight.

TV Guide Magazine
As it is, Hard to Kill has just enough going for it between the explosions and bone-crunching fight scenes to qualify as two hours of solid, high-decibel action entertainment.

Time Out
While Seagal is spraying bullets, breaking bones and throwing interchangeable bad guys through windows, this has a certain mindless appeal. But Malmuth's flaccid direction lacks the vicious muscularity and authentic edge of Seagal's previous feature.

The Seattle Times
Steven Seagal should go into a seven-year coma more often. It suits his acting ability. A coma is what happens to him in Hard To Kill, his latest hard-to-swallow and dull-to-sit-through formula vigilante movie. [10 Feb 1990, p.C7]

Entertainment Weekly
At this point, revenge thrillers have become so standardized that these films are really all the same film — a Mixmaster blend of Death Wish, Dirty Harry, Enter the Dragon, and Rambo. A star with a personality would only gum up the works.

I get that Seagal in action is like a unaware parody cause he never gets hit and he never sweats. But beyond whatever unintentional comedy he brings to the table, there is no juice to the story or any performances in this.

Hard to Kill is a film I grew up with as a kid. A 1990 action flick starring Steven Seagal. Steven's character in the film gets shot a dozen times at the beginning of the film then goes into a coma, wakes up years later and takes down the bad guys. This film is ridiculously over the top and unrealistic. The action scenes are very silly and it's very violent. Hard to Kill is a good example of why Steven Seagal has won so many worst actor awards. Hard to Kill is entertaining but Steven Seagal's acting is wooden and the action scenes are too violent and stupid and completely unbelievable and the villains are laughable. Crap film so avoid this rubbish!

He's L.A. Detective Mason Storm. Three hired assassins left him for dead. And he's waited seven years to even the score.
