Mass Transit adds more character and depth to what’s already the premier city-building simulation. It may be a bit disappointing that some of the original game's big-picture philosophy and mayoral authenticity has been sacrificed in the process, but it can be argued that these changes have also done an impressive job of filling out the public-transportation element of city design.

The Digital Fix
Whilst there's not a lot added here, what there is makes Cities: Skylines an even more complete city building simulation.

Mass Transit is an excellent expansion, with just one problem: the content isn't that much. Everything else improves over the original, adding depth to an already rich gameplay. And the support for Steam Workshop is just the cherry on top.

The improved road and transport infrastructure the content allows for is pretty great but like the other DLC’s, the content seems lacking in quantity.

It's not perfect, but at least it's focused. You get enough content for a good price (extra transport options, more traffic control, few extra buildings). The new road types and traffic control help you manage your city and the new public transport options are welcome additions. If future DLC is like this (or better), then Colossal is on the right track.

Cities: Skylines - Mass Transit attempts to expand simulation complexity, yet critical calculation bugs and optimization lapses hold it back. Diplomatic and military AI operates on rigid, predictable scripts rather than adapting dynamically to evolving strategic situations. In addition, simulation ticks begin to drag significantly once global unit caps and population numbers ramp up. Rather than fixing long-standing fundamental bugs, post-launch development has repeatedly prioritized churned expansion packs. Ultimately, Cities: Skylines - Mass Transit is a cautionary tale of great strategic premises crippled by inadequate testing and aggressive monetization.
