I'll say something simple: ever since Kojima was at Konami, EVERY game in the Metal Gear saga has been a 10/10. Metal Gear Solid 2 may not be one of the best games in the series, but it's still a 10/10 game.
Simply a lost gem of horror. It has a very intriguing story. You're always trying to understand what's happening, but with little information. The story blends terror and madness well.
